Independence Blue Cross offers new plan options, rewards, and virtual care solutions for 2027 Open Enrollment

IBX encourages consumers to sign up for health insurance beginning November 1

Independence Blue Cross (IBX), the Philadelphia region’s hometown health insurer for nearly 90 years, is offering individuals and families a variety of health plan options and benefit enhancements for 2027.

Consumers can choose from a range of health plans designed to meet different health care needs and budgets, all with access to the region’s largest provider network, including more than 60,000 doctors and 180 hospitals across the Philadelphia five-county region. All IBX individual and family plans include essential health benefits, such as doctor visits, hospital stays, prescription drug coverage, preventive care, and more.

“At Independence Blue Cross, we believe everyone deserves access to quality, affordable health care and the support they need to live healthier lives. That belief drives our commitment to never stop caring for the people and communities we serve. For 2027, we’re offering new plan options, expanded virtual care access, and benefits that reflect our ongoing commitment to helping members manage costs, support their health, and get care in ways that work for them,” said Koleen Cavanaugh, Senior Vice President and Chief Marketing Officer at IBX.

What’s New for 2027

For 2027, IBX will continue to offer PPO, HMO, and EPO health plans, while introducing new Virtual Care plans that provide a balanced approach for consumers seeking affordability, convenience, and access to care.

The Personal Choice EPO Virtual Care plans, available across Gold, Silver, and Bronze coverage levels, include no-cost access to Teladoc Primary Care, no-referral access to in-network specialists, and nationwide coverage through the BlueCard® network. In addition to primary care, members will have access to $0 unlimited virtual visits through Teladoc for behavioral health and dermatology. Members enrolled in HSA-qualified plans can also access Teladoc virtual visits before meeting their deductible.

Members can also take advantage of $0 out-of-pocket costs for many preventive services, including annual checkups, cancer screenings, immunizations, and nutritional counseling.

IBX is also enhancing its Healthy Lifestyles Rewards Program to encourage members to take steps that support their health. For 2027, eligible members can earn up to $750 in reward dollars on a Visa® card — $300 more than previous years — by completing qualifying activities, including:

  • Up to $300 for completing 120 days of validated physical activity.
  • Up to $300 for participating in an approved weight management program.
  • Up to $150 for completing a tobacco cessation program.

Open Enrollment begins November 1, 2026, and runs through January 15, 2027. Consumers who enroll by December 15, 2026, will have coverage effective January 1, 2027. Enrollment continues through January 15, 2027, for coverage beginning February 1, 2027. This is the only time each year when individuals and families can enroll in or change their health plan unless they experience a qualifying life event.

Anyone in the Philadelphia five-county region who does not have coverage through an employer or government program can enroll through the Pennie exchange or directly on ibx.com. Current IBX members do not need to take action to stay covered.
