Combine warm water, yeast, and 1 tablespoon sugar in a small bowl. Allow to sit for 5 minutes or until foamy.

Mix flour and salt, then stir in yeast mixture. Knead for 8-10 minutes or until smooth.

Place in a greased bowl and cover loosely with a kitchen towel. Allow to the dough to rest in a warm place for an hour, or until doubled in size.

Dump the dough onto a lightly floured surface. Divide into 8 equal pieces and shape into balls. Use your thumbs to poke a hole in the center of the dough to form the bagel.

Meanwhile, bring a large pot of water to a boil. Once boiling, add the remaining 2 tablespoons of sugar. Preheat the oven to 400 degrees.
